The White Horse Federation is seeking views from our stakeholders (outlined below) on a proposal to transfer all Grove Learning Trust (GLT) Schools into The White Horse Federation (TWHF), As a result of the academy transfer process, Grove Learning Trust would be dissolved as an organisation.
Both trusts believe that a transfer of schools to TWHF will strengthen the ability to deliver high quality education for the children and communities in Swindon, enhance operational capacity, and provide long-term stability for schools, pupils, and staff.
Why an Academy transfer is being proposed?
The boards of both trusts have been exploring ways to:
- Maintain strong educational support and school improvement capacity
- Further develop leadership and governance
- Increase resilience in finance, IT, estates, and central operations
- Provide greater opportunities for collaboration between staff and schools
Following a period of due diligence and initial discussions, both trusts believe that a transfer of GLT schools into TWHF would bring strategic and educational benefits for all members of our school communities.
Consultation period
We are now entering a formal consultation period and invite feedback from:
- Parents and carers
- Staff
- Local community members
- Local authorities
- Other interested stakeholders

- To: 9am Monday 9th March 2026

Next steps
After the consultation closes on Monday 9th March 2026:
- Responses will be reviewed by Trustees.
- Trustees of both trusts will decide whether to proceed with an application to the Department for Education, seeking approval to transfer Grove Learning Trust schools into The White Horse Federation.
